The Work shall reach Final Completion within 368 after the PNTP date. The successful bidder to whom the Owner awards the contract will be bound by federal, state, and local laws regarding minimum wages, overtime work, hiring, and discrimination. Bidders are responsible to identify and use the correct prevailing wage rates, including addenda, as well as the forms needed to comply in effect on the date bids are received. The Owner encourages all bidders to consider the utilization of local/small/minority/women-owned/physically challenged business suppliers, service providers, consultants, and contractors in all of its projects and proclaims its continuing efforts and desires that these businesses be provided the maximum opportunity to participate in the performance of this project. The Owner reserves the right to reject any or all bids, to waive any informality in a bid, and to make award to the lowest responsive, responsible bidder, as it may best serve the interest of the Owner
