Site work and paving for a mixed-use development in Palmyra, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work of the contract consists of 4,055 SY of mill and overlay paving, 1,081 SY of roadway excavation, 434 LF of concrete curbing, 172 SY of concrete sidewalk, 164 SF of decorative concrete, ADA ramp installation, extensive stormwater utility installation including a stormwater detention basin, landscaping, and various other miscellaneous improvements along the roadways. Contractor shall be made aware that a portion of the funding for this construction project is from a federal grant,Federal Tap-1046(300) and that compliance with all Federal regulations including but not limited to Civil Rights and Equal Opportunity reporting requirements shall be adhered to. The NJDOT Division of Civil Rights has assigned this project a Disadvantaged Business Enterprise (DBE) Utilization Goal of 13% and the number of training positions will be 1, where feasible, consisting of at least 1 Apprentice and 1 Trainee. Please submit your Letter of Federal Approval or your New Jersey Certificate of Employee Information Report with this bid. If you do not have either document, you will be required to complete and submit Affirmative Action Employee Information Report (AA302). Form (AA302) is available electronically Each bid must be accompanied by a Non-Collusion Affidavit, an Ownership Disclosure Form, State of New Jersey Business Registration Certification, and a proposal guarantee in the form of a certified check or bid bond in an amount not less than ten percent (10%) of the Total Price Bid in the proposal; except that when the Total Price Bid is $200,000.00 or more, the amount of the proposal guarantee shall be $20,000.00. In no case shall the guarantee be less than $500.00. The proposal guarantee must be in the form of a bid bond, or certified check, or cashier's check or a combination thereof, and must be drawn to the order of the Borough of Palmyra and must be delivered at the place and by the hour above-named. Proposals received after the designated time shall be deemed unresponsive and shall not be opened. The successful bidder will be required to furnish a satisfactory Performance Bond in the sum of the full amount of the contract. All proposals submitted by corporations or partnerships shall list names of stock-holders in accordance with P.L. 1977, C.33. Bidders are required to comply with the requirements of P.L. 1975, C.127 which is an act relating to affirmative action in relation to discrimination in connection with certain public contracts; and shall pay prevailing wage rates in accordance with P.L. 1963, C.150. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27.
