The State of California, Department of General Services, Procurement Division (DGS-PD) is issuing this Invitation for Bid (IFB) to cover the requirements of the California Department of Transportation (Caltrans) for Thermoplastic Traffic Striping Material and Paint, Rapid Dry Waterborne. The contract resulting from this solicitation will be mandatory for Caltrans and all State of California Departments and available for use by participating local agencies.
Event ID 0000021504 is a rebid of Event ID 0000019648. Bidders who participated in Event ID 0000019648 may submit required documents in their bid that reference either Event ID 0000019648 or Event ID 0000021504, with the exception of Attachment 1 - Pricing Workbook. Only the Attachment 1 - Pricing Workbook for Event ID 0000021504 will be accepted. All documents submitted, regardless of Event ID reference must be compliant with the solicitation requirements in order to be considered for award. Bidders are required to submit a complete bid for Event 0000021504.
For the purpose of this solicitation, local government agencies are defined as "any city, county, city and county, district or other local governmental body or corporation empowered to expend public funds for the acquisition of goods, information technology, or services," reference Public Contract Code (PCC) section 10298 (a) (b) and 10299 (b). Local governmental agencies shall have the same rights and privileges as the State under the terms of these contracts. Any local governmental agencies desiring to participate shall be required to submit to the same responsibilities as do State departments and will have no authority to amend, modify or change any condition of these contracts.
The term of any contract resulting from this solicitation will be for three (3) years. The contract will contain two (2) extension options for one (1) year or portion thereof. If a mutual agreement for a contract extension cannot be met, the contract may be terminated at the end of the current contract term and/or contract extension. All Bidders are encouraged to carefully review all pages of this solicitation. If a Bidder discovers any ambiguity, conflict, discrepancy, omission, of other error in this IFB, the Bidder shall immediately notify the Procurement Official of such error in writing and request clarification or modification of the document.
