Renovation of a residential development in Guntersville, Alabama. Completed plans call for the renovation of a residential development.
The Guntersville Housing Authority (Owner) invites qualified bidders to submit proposals for renovation of Project 14-4, located in The City of Guntersville, Alabama (8 Buildings,16 Units). All material, equipment, vehicles, services and labor, whether specifically set forth in bid documents or not, which are necessary for the completion of all work, protection of adjacent property and buildings, removal of debris and remediation of the building site, shall be included in the bid, including providing temporary electrical service for construction activities and potable water service and portable toilet facilities for the contractor's employees. Moving residents from units where work is being performed and return to finished facilities is also required. Resident possessions shall be moved by a licensed, insured and bonded moving company that is regularly engaged in the business of moving. The right is reserved, as the interest of the housing authority may require, of revising or amending the bid documents prior to the opening of the bids. Such revisions and amendments, if any, will be announced in the form of an addendum or addenda, and will be distributed to all bidders of record. A bid bond executed by a qualified surety company or a cashier's check, made payable to The Guntersville Housing Authority, in the amount of five percent (5%) of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. The owner assumes no responsibility to compensate or indemnify the bidders for any expense incurred in the preparation of their bid. Bids must be valid for fifteen (15) days after the bid opening. Within three (3) days after a contract is executed, the successful contractor shall be required to provide a performance and payment bond, executed by a qualified surety company, in the amount of 100% of the contract. Another bond, payable to The Guntersville Housing Authority, in an amount not less than 50% of the contract price with the obligation that the contractors shall promptly make payments to all persons supplying labor, materials, or supplies for or in the prosecution of the work provided in the contract and for the payment of reasonable attorney's fees incurred by successful claimants or plaintiffs in civil actions on the bond. The work shall commence on date indicated in the successful bidder's proposal, but work shall start no later than January 24, 2022. The Owner wants all work completed within 270 days after work commences, but completion of work shall be no later than October 21, 2022. Each bidder shall review the work and shall provide the Bidder's own work completion date on the proposal form. The completion date furnished by the Bidder will be a consideration in evaluating the bids. The Owner also reserves the right to reject any or all bids, or portion thereof, and to waive any defect or technicality if, in the Owner's judgment, the best interest of the Owner will thereby be promoted.
