Site work and paving for a civil project in Vancouver, Washington. Completed plans call for site work for a road / highway; and for paving for a road / highway.

**As of January 12, 2022, project was awarded to to Odyssey Contracting, LLC out of Yacolt, WA at $194,113.01. The start and completion date has not yet been determined. The Cascade Street Wall Project excavates an existing rail access road and fill slope, then re-constructs the access road with a T-Wall replacing the fill slope. The road rises vertically approximately 20 up an embankment to the BNSF Railroad Tracks from Cascade Street. The T-Wall material, purchased in advance of the project, will be provided by the port. Work includes but is not limited to, grading, storm sewer work, paving, erosion control, chain link fencing and T-Wall construction. Bids submitted via FAX or email will not be accepted. Please be prepared to provide the COVID questionnaire. It can be printed, completed and turned in at the site walk or filled out on site. Questions must be submitted via the Port of Vancouver ProcureWare system no later than Tuesday, December 21, 2021, at 12:00 PM. All registered firms that download solicitation documents will automatically be listed as a plan holder. If you obtain this Bid from a source other than the Port of Vancouvers ProcureWare system, you will not be on record as a plan holder. It is the bidders responsibility to ensure the firm has received a complete solicitation package found at ProcureWare. Non-registered firms on the Ports ProcureWare system will not be able to download solicitation documents. It is the sole responsibility of the Bidder to learn of Addenda, if any. The Port of Vancouver in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The Port of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. (Section 4 of Chapter 56, Laws of 1975, 1st Ex. Sess., State of Washington). All bid proposals must be accompanied by a bid proposal deposit in cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Port of Vancouver. The Port of Vancouver reserves the right to cancel this invitation or reject any and all bids submitted or to waive any minor formalities of this call if, in the judgment of the Port Commissioners, the best interests of the Port would be served. No bidder may withdraw his/her bid after the hour set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) days. If it is determined to be in the best interests of the Port, the Port reserves the right to request an extension of bid prices during the review process. The engineer's estimate for the project is $461,964 - $499,170. *The value for this project is based on a financial range.
