Eligible responses received will be evaluated based on the following criteria and the most highly qualified will be compiled on a shortlist of candidates. The following evaluation criteria are equal in importance. Professional Qualifications Necessary to Perform the Services Required: This factor evaluates the experience of persons in the firm, or consultants, who will work on the architectural and engineering disciplines required to accomplish the various design projects. Resumes of personnel, either in-house or through consultants, in the following key disciplines: Architecture; Civil Engineering; Structural Engineering; Environmental Engineering, Electrical Engineering; Mechanical Engineering; Fire Protection Engineering; Cost Estimator and Physical Security. All professional personnel shall be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects i.e., constructed, that best illustrate team members experience relevant to this contract scope. Specific experience of team members working together as a team on previous relevant projects. Specialized Experience with Healthcare Facility Design in respect with related technical competencies to include Civil, Structural, Environmental, Physical Security, Mechanical and Electrical: This factor evaluates the amount of experience the A-E firm has in designing similar types of work/facilities and evaluating their technical competence. This factor includes an emphasis, where appropriate, on the firm's experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. The evaluator must review the A-E firm's SF 330 Experience Profile Codes and determine the amount of experience the firm claims to have and review the SF 330 personnel resumes in these special areas. Detailed narrative of up to eight (8), but no less than three (3) relevant projects completed within the last seven (7) years that best illustrate overall firm/team experience. The following excerpts from the Scope of Work for Project # 540-21-115 Electrical Upgrades Phase I . this is not a Request for proposal. The inclusion of the excerpts is to provide an overview of the project to assist firms preparing SF330s. Project Scope It is the intention of the Louis A. Johnson VAMC to acquire A/E design and construction period services for the purposes of reviewing, editing, and constructing an existing design package. The existing design package will be reviewed for quality, constructability, and code compliance as well as incorporation of minor changes to be defined by the VA. The existing design replaces the main medium voltage (MV) switchgear located in building 7 as well as the emergency generators. The existing package also includes architectural/structural and utilities demolition, utilities relocation, building construction and underground tank removal. The existing main MV switch gear utilizes 5KV rated, motor control center starters with fused draw out contactors for secondary distribution. The continuous current carrying capacity is limited to 400 A at 4.16KV, with a mechanical life rated at 500 operations. The existing equipment has been applied beyond its useful life. The Design shall include working clearances for maintenance of the gear, egress requirements, and future expansion of Medical Center future MV requirements. Redesign of the existing emergency generator system consisting of one 500 KW 4160V generator, one 800 KW 480V generator, and one 1,000 KW 480V generator. Our vision is to have an emergency generator system capable of providing 100% MV power distribution in the event of a utility outage. Designed system shall utilize N+1 redundancy for emergency power generation. Specifics The following specific items will be addressed at a minimum: Building space: The A/E will assess the existing electrical room space vs. design and expansion of existing, or design and construction of a new building to house the required components. The A/E will assess and make recommendations/review of a possible site location for a new building if required. Generators: The A/E will assess and make recommendations for the replacement or continued service of the existing emergency generators. The contractor will utilize VA guidance regarding MV electrical distribution design. Guidance includes all directives, manuals, guides, information, letters and directives issued by the VA. The contractor will design a CPM schedule to ensure an adequate level of phasing to maintain operation of the MV, and emergency power generation system throughout the facility with minimum disruption. Special emphasis will be placed on Infection control procedures. The VA Green Environmental Management System (GEMS) guidance as related to construction. The contractor will consult as needed with the Louis A. Johnson VAMC IH/GEMS Program Manager as needed to ensure inclusion of GEMS principle and practices in the construction of this project. A Site, Topographic, Utility, Landscape & Soils Survey will be conducted as determined by the AE. A Subsurface Investigation Study will be conducted as determined by the AE. The contractor shall have sufficient personnel, facilities, office space, equipment, transportation, and supplies necessary to perform the technical services as described. The scope of work involves but is not limited to furnishing Engineer Services Multi-Disciplinary in nature. Multi-Disciplinary work includes architectural, civil, structural, mechanical, electrical and engineering services related to healthcare facilities. The Architect/Engineer s performance must consider construction work be performed in a safe manner with minimal disruption to the operation of the medical facility. As such the A/E shall have working knowledge of The Joint Commission (JC) standards, and National Fire Protection Association (NFPA standards to provide a safe environment to patients, visitors, and staff.
