El Paso County Public Works - Road and Bridge Department is seeking a supplier to provide up to 600,000 gallons of polymer modified emulsified asphalt (HFMS-2P). The County seeks to award a contract for the qualified vendor to provide material on a Price per gallon unit cost contract. The contract will be for one year from the date of execution by both parties or until the maximum amount of material as specified herein is supplied, whichever occurs first. Emulsion is ordered on an as needed daily basis by the Road and Bridge Department and delivered to various locations in El Paso County using 6,000-gallon DOT approved tankers (as needed). Once the vendor arrives at this location, the emulsion may be transferred to the County's truck for use on that day. Upon award, the company shall give the County a time deadline for next day deliveries. On or before this deadline, the County shall call the company with the amount of emulsion for the next day delivery. Deliveries are made to the County Monday through Friday. Orders for Monday delivery are placed on Friday. The County may seek to order more than 600,000 gallons if necessity arises due to paving processes. Any gallons ordered in excess of 600,000 will be provided at the same unit price/gallon listed on the Bid Price Sheet. The total aggregate increase in cost cannot be greater than 25% of the Total Cost quoted on the Bid Price Sheet. Deadline for questions is Thursday, January 6, 2022.
