The County of Elkhart, Indiana, hereinafter referred to as the County, will receive sealed quotes for nuisance clean-up services. The work for which quotes are being requested includes: to safely abate and remove public nuisances including litter, garbage, trash, household items, automobile parts, used tires, scrap metal, and other items of a similar nature; to safely and properly dispose of debris and materials removed; and to appropriately provide and furnish other services when requested by Elkhart County including mowing, securing and locking or boarding up property, maintaining or emptying swimming pools, repairing fencing or installation of temporary fencing, and similar services. Quotes received after such hour may be rejected. Quotes received prior to this time shall be opened and publicly read during the regular meeting of the Elkhart County Commissioners at 9:00 a.m. in Room 104 of the Elkhart County Administration Building. Requests for quotes and contract documents may be obtained at Elkhart County Planning and Development, Public Services Building, 4230 Elkhart Road, Goshen, IN 46526. The County will not be responsible for partial sets of documents obtained from any other source. The work to be performed and the proposal to be submitted shall be on the basis of quotes to provide the costs to perform the clean-up work in accordance with the contract documents on the basis of an hourly rate. The quote shall be accompanied by a non-collusion affidavit as required by the statutes of Indiana. Quotes shall be included in a sealed envelope, bearing the title of the project, and the name and address of the bidder. The County reserves the right to reject any quote, or all quotes, or to accept any quote or quotes, or make such combination of quotes as may seem desirable, and to waive any and all informalities in bidding. Any quote may be withdrawn prior to the above scheduled time for the opening of quotes or authorized postponement thereof. Any quote received after the time and date specified may be rejected. No quotes may be withdrawn after the scheduled closing time for at least sixty (60) days. A contract will be awarded at the lowest, responsible and responsive quoter, but additional contracts may also be awarded. The lowest responsive and responsible quoter shall be determined by the County. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction shall apply to the nuisance cleanup projects. The County may make such investigations as deemed necessary to determine the ability of the quoter to perform the work, and the quoter shall furnish to the County all such information and data for this purpose as the County may request. The County reserves the right to reject any quote if the evidence submitted by, or investigation of, such quoter fails to satisfy the County that such quoter is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein. The County is exempt from all federal, state, and local taxes, and will not be responsible for any taxes levied on the Bidders as a result of any contract award.
