Contact Ballard City Offices for the proposed contract which will be signed by the successful bidder and the Ballard Water Improvement District. The bid shall include the bidder's proposed rates for costs for services as required in Paragraph 6 and frequency of service as required by Paragraph 4 of the attached contract. The bid should also: a) demonstrate that the bidder has the financial strength to do the project; b) demonstrate that the bidder is appropriately licensed to do the job; c) demonstrate that the bidder is insurable and has the ability to acquire required insurance; d) demonstrate that the bidder has the requisite ability, expertise, equipment, personnel, capacity and skill to do the required work, both in quality and quantity, and in a timely manner; e) demonstrate that the bidder has a satisfactory record of past performance in similar projects; f) demonstrate that the bidder has a reputation for, integrity, reliability and good faith in performing work, without a record of contract default, malfeasance, late performance, relationship difficulties or other negative work history; g) demonstrate that the bidder has a history of cooperation with government officials or other companies, entities or people who have utilized the bidder's services in the past; h) demonstrate that the bidder has a history of good public relations, and courteous and professional treatment of the citizens with whom it deals; and The lowest responsive responsible bidder may or may not be the lowest bidder. The staff and Directors will exercise reasonable discretion in evaluating these criteria to determine which is the lowest responsive responsible bidder. Informalities and minor discrepancies may be waived by the District. The District reserves the right to reject any and all bids.
