The City of Santa Barbara (City) is inviting proposals from qualified environmental consulting firms to provide environmental consulting services for the Bridge Preventive Maintenance Program - Cycle 3 Project (Project). Other Details a) Review preventive maintenance recommendations from the City's Bridge Maintenance Plan and Prioritization Study. b) Conduct visual assessment of the condition of bridge decks and superstructure elements for confirmation of the preventive maintenance recommendations. c) Prepare a Visual Assessment Report which shall include, but not be limited to, bridge number and location, structure type and material, description of element, condition category number, description of condition category, and recommended feasible action. d) Confirm the existence of utility facilities by searching for utility plans. e) Prepare technical reports and analyses of environmental assessment based upon the final Exhibit 6-A Preliminary Environmental Study (PES) Form prepared by City staff and approved by Caltrans. Technical reports and analyses may include, but not be limited to, traffic, noise, air quality, hazardous materials/hazardous waste, water quality/resources, floodplain, biological resources, and cultural resources. Based on the scope of work from the City's last Bridge Preventive Maintenance Program and preliminary feedback from Caltrans, City staff anticipates only a biological resources report to be prepared in support of NEPA, CEQA and Coastal Development Permit review by the City of Santa Barbara's Community Development Department. Regulatory agency permitting (CDFW, Regional Board etc.) would be led by the City staff and supported by the Consultant. It is desirable that the consultant have experience with tidewater goby and steelhead. Proposers are advised that, as required by federal law, the State of California Department of Transportation (Caltrans) has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. This City federal-aid contract is considered to be a part of the statewide overall DBE goal. This City federal-aid contract has a goal of 0 percent DBE participation. Attention is directed to Notice to Proposers DBE Information (Attachment 1) and Chapter 9, "Civil Rights and Disadvantaged Business Enterprises," of the Local Assistance Procedures Manual Q&A Deadline 01/05/2022 3:00 PM (PST) The method of contractor selection has not been determined at this time.
