The Ulster County Planning Department as host Agency for the Ulster County Transportation Council ("UCTC") is issuing this Request for Proposal (RFP) to solicit responses from qualified consulting firms to complete a Corridor Management Plan (CMP) for a segment of the Principal Arterial Route 9W in the Town of Ulster. The Route 9W CMP will seek to evaluate existing traffic conditions, flows, and land uses for the areas immediate to and surrounding Rte. 9W and formulate a series of recommendations to improve the traffic functionality and safety within the study area, including a prioritization of potential projects, identification of responsible parties, and preparation of planning-level cost estimates. The effort will be sensitive to the needs of all road users, including freight, bicyclists, pedestrians and transit. a. A bid guarantee from each bidder equivalent to five (5) percent of the bid price. The "bid guarantees" shall consist of a firm commitment such as a bid bond, certifies check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required within the time specified. b. A performance bond on the part to the Contractor for 100 percent of the contract price. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. c. A payment bond on the part of the contractor for 100 percent of the contract price. A "payment bond" is one executed in connection with a contract to assure payment, as required by law, of all persons supplying labor and material in the execution of the work provided for in the contract The term of the contract will be for a period of 14 Months commencing on April 1, 2022 through June 1, 2023 with a County option to renew for 2 additional one-year terms under identical prices and conditions. The successful responder shall execute a contract with the County of Ulster in substantial conformance with this RFP and the attached sample County of Ulster AGREEMENT FOR PROFESSIONAL SERVICES. Federal law and regulations governing the privacy of certain health information requires a "Business Associate Agreement" between the County and the awarded Vendor [45 C.F.R. Section 164.504(e)]. The COUNTY and the awarded Vendor agree to enter into a separate Business Associate Agreement, to be executed simultaneously with the Agreement For Professional Services.
