City of Richland, Washington has issued the above solicitation for the completion of an irrigation booster station and the upgrade and improvements to a farm booster station. The City of Richland in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color national origin, or sex in consideration for an award. At the 400 Area farm booster station, the City is looking to install new pumps or refurbish existing pumps for improved reliability and add a VFD and/or soft starts and appropriate pressure relief measures to protect the system. Station to include protective structure, controls and telemetry. The City is looking to design and build the second booster station in the Horn Rapids residential area. The location has been determined and underground piping to the location is in place. Station capacity will be 900 GPM at 100 TDH with a VFD. Structure to be compliant with local HOA restrictions. The scope of work for this project includes, but is not limited to, the following: A. Project Design 1. Prepare drawings, specifications, cost estimates 2. Provide plans to incorporate into the contract documents for sealed competitive bid 3. Complete permitting as needed 4. Ensure training is provided for operations and maintenance of the pump stations and electronic assets B. Bidding and Construction support 1. Shop drawing and submittal review 2. Perform on-call inspections during construction (exact tasks to be determined) 3. Perform startup and punch list completion to determine new system meets requirements
