HomeFront (hereinafter also “the Agency”) is a public entity that was formed in 1973 to provide federally subsidized housing and housing assistance to low-income families, within the City of Billings, MT. HomeFront is headed by a CEO/Executive Director and is governed by a 7-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, “CFR”) and HomeFront’s procurement policy. Though brought into existence by a referendum of the City of Billings, it is a separate entity from the City. Currently, HomeFront owns and/or manages: (a) 11 developments totaling 274 units of HUD Public Housing; (b) 719 housing choice vouchers. HomeFront currently has approximately 35 employees. In keeping with its mandate to provide efficient and effective services, HomeFront is now soliciting proposals from qualified, licensed, and insured entities to provide the above noted services to HomeFront. All proposals submitted in response to this solicitation must conform to all the requirements and specifications outlined within this document and any designated attachments in its entirety.
