Port of South Louisiana (herein referred to as the Owner) hereby solicits bids for Roadway Improvements at its Globalplex Facility located in Reserve, Louisiana. Sealed bids marked Sealed Bid Project # 1 - Port Roadway Improvements to be funded by the Port of South Louisiana will be received by the Owner for the construction of the project described as follows: The proposed project consists of the improvement of the Port of South Louisianas existing gravel parking areas and roadways. The proposed project will consist of parking and roadway improvements including portland cement concrete paving of existing gravel parking and roadways. Bids shall be accepted from Contractors who are licensed under the classification of Municipal and Public Works Construction. Hard copies may be obtained at Shread-Kuyrkendall and Associates, Inc. upon payment of $300.00 which amount constitutes the cost of reproduction, shipping, and handling. This deposit will be refunded upon request in accordance with R.S. 38:2212. Electronic copies are available upon request at no charge. The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statute. Each Bidder must deposit with his/her bid, security in the amount 5%, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof. In accordance with La R.S. 38:2212 B. (5) Written evidence of the authority of the person signing the bid for public works shall be submitted at the time of bidding. The authority of the signature of the person submitting the bid shall be deemed sufficient and acceptable if any of the following conditions are met: (a) The signature on the bid is that of any corporate officer listed on the most current annual report on file with the secretary of state, or the signature on the bid is that of any member of a partnership, limited liability company, limited liability partnership, or other legal entity listed in the most current business records on file with the secretary of state. (b) The signature on the bid is that of an authorized representative as documented by the legal entity certifying the authority of the person. (c) The legal entity has filed in the appropriate records of the secretary of state of this state, an affidavit, resolution, or other acknowledged or authentic document indicating the names of all parties authorized to submit bids for public contracts. Such document on file with the secretary of state shall remain in effect and shall be binding upon the principal until specifically rescinded and canceled from the records of the office. The successful Bidder will be required to furnish a Performance Bond guaranteeing faithful performance and a Labor and Materials Payment Bond guaranteeing the payment of all bills and obligations arising from the performance of the contract. Pursuant to LSA-R.S. 38:2215, the Owner and the low bidder may, by mutual agreement, extend the award by one or more 30 calendar day extensions. Contractor employees must be able to legally work in the United States either a U.S. citizen or foreign citizen who has the necessary authorization. All required Certificates of Liability Insurance shall list the Port of South Louisiana as additionally insured. The contract will be awarded to the lowest responsible bidder without discrimination on grounds of race, color, sex or national origin. Disadvantaged businesses are encouraged to submit bids. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
