Specific questions regarding the solicitation shall be written and can be emailed by the due date and time listed in the solicitation document. The City of Salisbury may conduct a pre-bid or pre-proposal meeting for this solicitation. The City reserves the right to reject any Bid Document from any Contractor who has previously failed to perform properly in any way or complete on time contracts of a similar nature; or a Bid Document from a Contractor who, investigation shows, is not in a position to perform the Contract; or a Bid Document from any person, firm, or corporation which is in arrears or in default to the City for any debt or contract. The bond must be in an amount not less than five percent (5%) of the base bid(s). Certified or cashier's checks are acceptable in lieu of bid bond. The amount of the bond shall be one hundred percent (100%) of the contract price. Bonds shall be made payable to the City of Salisbury..
