Owner anticipates the scope of work to consist of the following responsibilities: The selected Respondent will be the general contractor for the Project, which is the construction of flashing yellow signals installation. The City anticipates the following items will be included in the scope of the Project, LED modules for flashing yellow signals installation, installation of conflict monitor, installation of load switches and capacitors, and reprograming the intersections and all other appurtenances necessary for the complete Project. The Project will be designed and constructed so as to meet all applicable federal, state, and local accessibility standards. The selected Offeror will be also responsible for: obtaining all applicable permits and inspections; providing all necessary performance and payment bonds and insurance certificates; and providing the City with all manufacturers' warranties and all operations and maintenance (O & M) manuals for all equipment installed. The selected Offeror may be required to perform some or all of the following pre-construction and construction services. Preconstruction Services may include, but not necessarily be limited to, planning and value engineering the Work. Construction Services may include, but not necessarily be limited to, all work associated with construction, occupancy and warranty of the facilities. The following represents a summary of the proposed improvements and estimated budget: Flashing Yellow Signals Project - East Blvd. and Center St. Installation of flashing yellow signal modules and intersection reprogramming.. Miscellaneous appurtenances necessary for the complete Project. Bid Bonds satisfactory to the City Council, payable to the City for at least 10% of the largest possible total for the cost proposal submitted, must accompany each proposal as a guarantee that the offeror will enter into a contract and execute performance and payment bonds within ten (10) days after the notice of award of contract to him. The requirement for a performance and payment bond will be waived if the successful offeror's total bid amount on the project in under $100,000.00, and if no partial payment will be required. Offerors accept sole responsibility for downloading all of the required documents, plans, specifications proposal forms and addenda required for submitting a proposal. Upon selection of a primary Offeror, the City will attempt to negotiate a contract with the most qualified Offeror. The City may discuss with the selected Offeror options for a scope or time modification and any price change associated with the modification. If the City is unable to negotiate a contract with the selected Offeror, the City may end negotiations with th at Offeror and proceed to the next Offeror in the order of the selection ranking until a contract is reached or all proposals are rejected. The City may make such investigations as he deems necessary to determine the ability of the Offeror to perform the work, and the Offeror shall furnish the City all such information and data for this purpose as the City may request. The City reserves the right to re ject any proposal if the evidence submitted by, or investigation of, such Offeror fails to satisfy the City that such Offeror is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. Conditional proposals will not be accepted. Contracts for work under the propo sal will obligate the contractors and subcontractors not to discriminate in the employment practices. ' The City reserves the right to award a contract based onits sole assessment and ranking of the above factors in its own best interests or reject any or all proposals.
