Construction shall be complete within (427) consecutive calendar days, or earlier, after Notice to Proceed. The Owner reserves the right to accept or reject any Bid (or combination of Bids) and to waive any irregularities in bidding. All Bids may be held for a period not to exceed 60 days before awarding contracts.
