San Francisco Public Works (SFPW) announces a Request for Proposals ("RFP") seeking qualified Proposers (Service Provider) to assist the City with Job Order Contracting (JOC) Implementation Services, which includes program development and support, procurement support, staff and contractor training, and technical support, and to develop and administer multiple customized construction JOC Contracts. This contract shall be a performance-based contract as no fees are paid up-front to the service provider, but a percentage fee is paid for successful issuance of construction task orders resulting from the service provider's preparation of unit price books and contract bid documents. A contract awarded pursuant to this Solicitation shall be non-exclusive with an original term of three (3) years. The City at its sole, absolute discretion, shall have the option to extend the term for a total of up to two (2) additional years. The City anticipates awarding to the selected Proposer an agreement with an initial not to exceed ("NTE") amount of six million ($6,000,000) for the initial term, inclusive of all reimbursable costs and amount to be paid as a fee for actual construction task orders issued. Should the contract be extended, the NTE may increase the initial amount for up to $9 million ($9,000,000). Award of contract neither guarantees all or a portion of the work described herein, nor does it guarantee that the entire amount of award would be expended. The contract NTE amount awarded DOES NOT represent a guaranteed revenue source for the successful Proposers. The City reserves the right to commence, terminate, reduce, or extend the Proposers' services, at any time in response to changing business needs. The LBE Subconsulting Participation Requirement for this project has been waived. However, San Francisco Public Works encourage responses from certified City and County of San Francisco LBE's as Prime Contractors.
