The Owner reserves the right to waive any formali-ties and irregularities, and the right to reject any or all bids, and to accept any bid he considers advanta-geous. No bidder may withdraw his/her bid within 30 days after the date of the bid opening. Bids shall be publicly opened and read allowed and shall re-main on file at least forty-eight (48) hours thereafter before a con-tract shall be made and entered into thereon. All applicable city, state and federal requirements must be met by the bid proposal and adhered to if the successful bidder ob-tains the project. Bids received more than ninety-six (96) hours, ex-cluding Saturdays, Sun-days and holidays, before the time set for the open-ing of bids will not be con-sidered and will be re-turned unopened.
