The OWNER reserves the right to waive any informalities or to reject any and all bids. Each bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed under the contract. No bidder may withdraw his/her bid within 60 days after the actual date of the opening thereof. For requests of pre-bid documents all Work Write Up’s, Descriptions, Plans etc., for all new Contractors and / or Trades must physically sign them out but only after providing documentation of their licensing, including local business license, State of Arkansas Contractors license or Remodelers license or Reciprocation agreement with the State of Arkansas, copy of Driver’s license, proof of all pertinent Insurance including Workers Compensation, Certifications for Lead Based Paint, along with a list of sub-contractors, then vetted through the City of Fort Smith Building Safety Division and finally qualified by the Federal System for Award Management.
