Construction of the PEDESTRIAN SAFETY AND ACCESSIBILITY IMPROVEMENT PROJECT, FORMAL BID NO. 2022/01 consists of improving the safety and accessibility on the existing pedestrian facilities network by focusing on areas where improvements are needed most and all work necessary to render the facilities complete and operational. Per the City of Santa Maria's Draft Active Transportation Plan, the majority of respondents surveyed describe walking as their most commonly used method of transportation. Furthermore, the majority of survey respondents explained that they mostly live within the low-to-moderate income areas, captured within the Census Block Group data as required for the CDBG funded portion of this project. Lastly, parents surveyed explained that distance from school, the overall safety of crossings at intersections, and gaps in continuous sidewalk are the primary reasons for their children not walking to school. Additional funding sources are being utilized for improvement to other facilities in other areas of the City. Such improvements include sidewalk, curbs ramps, driveways, and curb and gutter on streets that will receive an HMA overlay with a future project. Requests for information or clarification must be submitted IN WRITING and received in the Department of Public Works no later than 5:00 p.m. on Tuesday, 01111/22. Requests may be submitted via e-mail to: zglick@cityofsantamaria.orq. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $810,000 TO $1,160,000. Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions contained therein. A separate, unbound, set of bid forms are provided for the bidder's convenience. Bid security, in an amount not less than 10 percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bid security shall be in the form of a bidder's bond or a certified or cashier's check drawn upon a responsible bank made payable to the City of Santa Maria, and conditioned to be forfeited to said City in the event that the bidder, if the bid is accepted, does not enter into a written contract within ten (10) days after the awarding of the contract. The bidder to whom award is made will be required to furnish a payment bond and a faithful performance bond. As required under Contractor's License in the Instructions to Bidders of the bidding documents, bidders shall be licensed as a Class "A" General Engineering Contractor. In addition, the following conditions apply: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015
