The roof membrane is experiencing shrinkage on all roofs. There are many locations in the field of the roofs where the membrane field seams are delaminating. The coating on the membrane has deteriorated and is chalking. There are many leaks reported on the fully adhered EPDM roofs which are up to 22 years in age. To maintain the structural integrity of the building, and protect the safety and health of staff, clients and the public. This project is included in the city's 2022-2026 Capital Improvement Plan (CIP).
