Renovation of a residential development in Lisbon, Iowa. Completed plans call for the renovation of a residential development.
You are formally invited to submit a bid proposal for the rehabilitation ofresidential structures. ECICOG will receive sealed bids on the enclosed Specifications and Bid Sheets for the interior and exterior rehabilitation ofowner-occupied houses. Open Houses are scheduled to allow bidders the opportunity to thoroughly inspect the project site.. Each bidder must have a completed contractor application form and proofof current insurance on file with ECICOG. Bids will be totaled on a lump sum and unit price basis, round to the nearest whole dollar amount, No bid may be withdrawn for a period of 30 calendar days after the date ofthe opening. Housing inspector to approve all change orders. Averaging ofline item bid amounts will not be allowed. By virtue ofstatutory authority, preference will be given to products and provisions grown and coal produced in the State ofIowa and to Iowa domestic labor to the extent lawfully required under Iowa statutes provided that award of contract will be made to lowest responsible bidder submitting lowest, responsive bid, which shall be determined without regard to state or local law, whereby, preference is given to factors other than amount of bid. Pre-construction meeting will be held within thirty (30) days of bid award. Work shall commence within fourteen (14) days following the notice to proceed (signed during the preconstruction meeting) and shall be completed within 90 days. Payments made to the Contractor will be made when 50% and 100% ofthe contract value ofthe work is completed. Retainage will be withheld from the progress payment in the amount of 10% until work is completed. Payments will be made by the City ofLisbon.
