Site work for a civil project in Mount Joy, Pennsylvania. Completed plans call for site work for a road / highway.

Project generally comprises upgrades to pedestrian signals at five intersections. Improvements include, but are not limited to: (1) replacement of existing pedestrian signal heads, pushbuttons, and signs; (2) installation of new pedestrian poles with accessible pedestrian signals, signs, and video detection systems; and (3) restoration to areas disturbed by construction operations. The opinion of probable construction cost is $218,000 - $237,000. The Work will be performed under one Contract as follows: General Construction. Questions will be accepted until 4:00 P.M. prevailing time on Friday, January 28, 2022. All questions must be submitted through Electronically and will not be accepted in any other manner. Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Borough of Mount Joy. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period. However, if the award of contracts is delayed by required approval of another government agency, the sale of bonds, or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening and, in such event, no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Project Manual, must be furnished by the successful Bidder at the time set forth in the Project Manual. Bidders are advised that each Bidder is required to submit a Non-Collusion Affidavit with their Bid. This Non-Collusion Affidavit must be in the form contained in the Project Manual in accordance with the Pennsylvania Anti-Bid Rigging Act. It is a requirement of this Contract that at least 50% of the Work be performed by prime Bidder's own work force and not by subcontractor(s). Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder and its subcontractor(s) are required to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The Project is partially funded by a Commonwealth of Pennsylvania, Department of Transportation, Automated Red Light Enforcement Program grant (EXHIBIT A) and bidders are subject to the grant's rules and regulations, which include but are not limited to labor standards, equal employment opportunity, nondiscrimination and antisolicitation. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
