BID PROPOSALS are unique and must be upon the forms provided. Bids will be rejected from any bidder not registered with the Engineer. BID SECURITY in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid, in accordance with the Instructions to Bidders. Pennsylvania Prevailing Wage rates apply to any contract over $25,000.00. The project is funded by grants from the Local Share Account Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority and all requirements of this Authority are to be met by the Bidders. The Township of Newport reserves the right to reject any or all Bids or to waive informalities in the bidding and is an EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER. BIDS may be held by the Township for a period not to exceed ninety (90) days from the date of the Opening of the Bids for reviewing the bids, prior to awarding the Contract. In this period, no Bidder may withdraw his Bid. A Contract may be awarded to the lowest responsible bidder at a meeting of the Board of Commissioners.
