BID FORM-BID ENVELOPE Bidder should bid on bidderÕs letterhead, with bid signed by bidderÕs representative. The sealed bid envelope should be plainly marked ÒSealed BidÓ showing the bidders name, bid opening date and time and the product or service being bid upon. GENERAL The specifications herein state the minimum requirements of the Sabine Parish Police Jury. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The Sabine Parish Police Jury may consider as ÒirregularÓ or Ònon-responsiveÓ, any bid not prepared and submitted in accordance with the bid documents and specification, or any bid lacking sufficient technical literature to enable the Sabine Parish Police Jury to make a reasonable determination of compliance to the specification. It shall be the bidderÕs responsibility to carefully examine each item of the specification. Failure to offer a completed bid or failure to respond to each section of the technical specification will cause the proposal to be rejected, without review, as ÒnonresponsiveÓ. All variances, exceptions, and/or deviations shall be fully described in the appropriate section; deceit in responding to the specification will be cause for rejection. TERM OF BID All bid prices are to be honored for the period January 1, 2022, through December 31, 2022, unless otherwise specifically noted in the bid document. REJECTION OF BIDS Any bid received after the bid closing time will be returned unopened. The Police Jury reserves the right to reject any and/or all bids. EXEMPT FROM SALES TAXES All prices for materials purchased in Louisiana should be bid without any sales taxes [Police Jury exempt by R.S.47:301(8)(c)(i), Act No. 1029, 1991 Regular Session, Louisiana Legislature]. Taxes should be added for materials purchased and picked up out of the state. PURCHASE ORDER REQUIRED Once bids are awarded, the Police Jury must issue a Purchase Order to bind the Police Jury (serving as a Òrequirements contractÓ in recurring small quantities as needed) to purchase the desired quantity on a particular Purchase Order. More than one Purchase Order for an item may be issued over time as the Police Jury requires additional quantities. PAYMENT TERMS Payments will be net 30 days after delivery and after approval by the Finance Committee. INTERPRETATIONS In order to be fair to all bidders no oral interpretations will be given to any bidder as to the meaning of the specifications documents or any part thereof. Every request for consideration shall be made in writing to the Sabine Parish Police Jury. Based on written inquiry the Sabine Parish Police Jury may choose to issue an Addendum in accordance with Local Public Contract Laws. RIGHT TO ADVERTISE FOR BIDS-SPECIFIC PROJECTS WITH SAME MATERIALS The Sabine Parish Police Jury reserves the right to advertise and award bids, in compliance with the Public Bid Law, for specific road construction projects, which projects may include some or all of the same types of materials or services as specified herein. Bids may be submitted in any of the following categories: Gravel and Crushed Rock Prices to be bid per ton, FOB pit and/or FOB delivered and tailgate spread or spot dumped parishwide to the Police JuryÕs satisfaction. The Police Jury reserves the right to purchase at both pit prices and delivered prices. Price alone will not be the only determining factor; quantity, quality variance, availability, delivery/hauling cost & hauling time will also be considered.
