Deadline for Receipt of Questions: January 21, 2022 AT 6:00 P.M. (Local Time) Q & A deadline: Jan 21, 2022 6:00:00 PM EST Design-Build Services for the Employee Parking at Park 6 (EPG6) - Miami International Airport is planning a new employee parking garage on a surface parking lot located in the core of the airport. The garage is designated as Park 6 following with the numbering system in use today. Three adjacent north garages are Park 3, Park 5 & Park 7, collectively known as the "Dolphin Garage." Two adjacent south garages are Park 2 & Park 4, collectively known as the "Flamingo Garage." This new garage will be immediately adjacent to Park 4 and thus added to the "Flamingo Garage." It is MDAD's intent soon to rebrand these three adjacent Flamingo garages as the "South Garage" and to rebrand the three adjacent "Dolphin Garages" as the "North Garage." The site is located north of the elevated roadway across from South Terminal, west of the Central Chiller Plant, east of the Park 4 Garage and south of the MIA Mover elevated track. The Work of the project includes, but is not limited to; the design, construction, and commissioning of a 7- level (ground + 6 elevated slabs) by 5 bay wide post-tensioned, cast-in-place concrete structure with a minimum of 2,240 parking spaces. The building footprint is 325' x 390'. The 325' is on the north/south sides; the 390' is the east/west sides. The parking garage has 90-degree parking spaces on either side of each 65- foot-wide bay separated by a 24-foot-wide traffic aisle. Two of the five bays have sloped ramps also with 90- degree parking. Each level is connected to the Park 6 garage with two vehicular/pedestrian bridges. The new structure is also connected from the elevated roadway to the south with two vehicular lanes with parking control devices. The structure is approximately 83'-9" high and has an area on each level of 127,000 GSF for a total of approximately 895,000 GSF. The site also contains an at-grade parking area for 34 high vehicles on the east side. Additionally the design must comply with off-street parking requirements for Electrical Vehicles (EV) in accordance with Miami-Dade County Ordinance No. 19-17. The selected Design-Builder The duration of the proposed Design-Build contract is nine hundred (900) calendar days. The total compensation for the Design-Build Contract is estimated at eighty-five million, nine hundred ninety-nine thousand, and eight hundred and two dollars ($85,999,802.00) inclusive of contingencies and allowances, which includes the following: $ 71,154,092 Estimated construction cost $ 3,274,875 Estimated design cost $ 3,557,705 Owner Contingency fees for construction (5%) $ 327,488 Owner Contingency fees for design (10%) $ 7,115,409 Owner Dedicated Allowance (10%), $ 355,770 Permitting fees $ 214,463 IG Fee All price proposals shall be accompanied by a bid bond for the Base proposal contract price executed by a surety company meeting the qualifications satisfactory to County for surety companies (see Division 1, Section 1.8 - Payment and Performance Bond) in an amount equal to five percent of the Base Proposal contract amount, payable to the Miami-Dade County Board of County Commissioners and conditioned upon the selected Design-Builder executing the Design-Build contract and providing evidence of insurance as set forth herein within 14 days after notification to award the Design-Build Contract or enters into a negotiated Design-Build Contract. The Design-Builder agrees to execute and deliver within 14 days after the Contract award date, i.e., date in which the Contract is approved by the Board of County Commissioners, and prior to commencement of work, Design-Builder's Performance and Payment Bond. A single instrument Payment and Performance Bond, satisfactory to the Owner, for 100% of the total maximum contract amount for payment and performance related issues, shall be required of the Design Builder.
