Fairfax County Park Authority (FCPA) is soliciting Statements of Qualifications from geotechnical engineering and construction materials testing firms to provide professional services for construction inspection, construction materials testing, quality control inspections, and geotechnical engineering, for various capital facility projects of common park land development infrastructure under a basic ordering agreement (BOA). These land development and infrastructure projects include, but are not limited to, the following: buildings, roadways and parking lots, trails, bridges, shelters, natural and synthetic turf fields, athletic field lighting, irrigation, stormwater facilities, retaining walls, and utility installations including water and sanitation distribution systems. Fairfax County Park Authority intends to award up to three (3) BOA contracts, each with a ceiling limit of $8,000,000 per year, to firms under this BOA solicitation process. The amount authorized for any one project shall not exceed $2,500,000. Selected firms will be required to perform other miscellaneous duties such as helical pier inspection, dam inspection, soil boring, structural steel inspection, floor flatness and levelness testing, and hazardous materials inspections and shall have a full service consultant team including construction materials testing and quality control staff, materials testing lab, drill crew, and geotechnical. All services will be implemented on a task order basis (as needed); no specific projects are identified at this time. The contracts will be for a one-year period, with the Park Authority's option to renew for four additional one-year periods. A Selection Advisory Committee (SAC) will review and evaluate the Statements of Qualifications of all firms based on the criteria listed below. Each criterion will be rated on a point scale of zero (0) to five (5), with 0 being unacceptable and 5 being excellent. In addition, each criterion has been assigned a weight factor based on importance, with one (1) being of low importance and six (6) being of most importance. These criteria will be used to determine the short list of firms to invite for interviews The SAC will short-list firms, conduct interviews, and make selection recommendations to the Park Authority Planning and Development Division Director. Interviews from a short-list of selected firms are projected to be held in March/April 2022. The Statement of Qualifications shall include, but not be limited to the following information: o Statement of Interest o GSA Standard Form 330 Part I and Part II for the primary firm and all major subconsultants. o Narratives or supporting material addressing the listed Criteria. In the case of past projects, provide renderings and images of completed projects, if available. To maintain the confidentiality of each submission, they should be packaged with no external information except "FCPA - Geotechnical BOA" on the outside. The Statement of Qualifications shall not exceed fifty (50) double-sided sheets or one hundred single-sided sheets, including the required attachments.
