The City of Lowell is issuing this Request for Proposals to qualified firms to prepare a Transit Oriented Development Plan (TOD-SP) for the Gallagher Station located adjacent to Thorndike Street and Gallagher Square. The proposed Specific Plan should promote revenue generating commercial and high density residential land uses, alternative transportation options, open space and entertainment/recreational amenities. Contract Execution to June 30, 2022 Any request for clarification to, or relief from, the specifications, must be submitted in writing to the attention of the assigned Buyer at the Purchasing Departments office no later than January 10, 2022 at 5pm. A certified check made payable to the City of Lowell in the amount of 0% must accompany this bid. Bid bonds are acceptable. A performance bond in the amount of 0% of the total dollar award is required prior to contract execution. A payment bond in the amount of 0% of the total dollar award is required prior to contract execution. The method of contractor selection has not been determined at this time
