Site work and new construction of a multi-residential development in Lowell, Massachusetts. Conceptual plans call for the construction of a multi-residential development.
This project funding request from the Department of Planning and Development is focused on a comprehensive multi-year Concord River Greenway project. The funding requested during this Capital Plan year is to connect two sections of the Greenway that were previously completed, the portion from the Lawrence Street terminus to the Jollene Dubner portion off Rogers Street. This portion of the project will include two different bridge sections to bring users across the Concord River to continue the multimodal path. The path itself is an 8-10 foot multimodal path for users to commute and recreate along the Concord River along a new stretch of the greenway which will include improved landscaped areas, decorative rail, site furnishings (benches and trash cans) and public art that will match the previously completed portions of the greenway. There are portions of this current phase of the Greenway Project that will be built on privately owned property, and portions being built across the Concord River, where there is no existing infrastructure in place. Easements are in place for all the necessary permanent easements to complete this phase of the project. The City received Gateway Cities Park Program funding for this project which will pay for the design and engineering work for this project directly, with the city paying a match contribution; this capital funds request would help us fulfil that grant match requirement. The project is included in the city's 2021-205 Capital Improvement Program (CIP). As of January 5, 2022, further details regarding design and construction have not been identified.* *Project information has been obtained through a public capital improvement plan (CIP).
