The City is seeking Qualifications pursuant to 225 CMR 10.00, from qualified firms to enter into an agreement to provide ESCO services for the City of Springfield. To be Eligible to respond, Contractors are advised that advance certification by Massachusetts Division of Capital Asset Management and Maintenance (DCAM) is required pursuant to M.G.L. c. 149 44. The City intends to award a contract to provide ESCO services for the City of Springfield. The Awarding Authority intends to select and enter into an Energy Management Services Contract with the most highly qualified provider offering the best value to the Awarding Authority All questions regarding this bid or its specifications must be made in writing and received by the Office of Procurement no later than January 18, 2022, at 4:30 P.M. (lstabilo@springfieldcityhall.com). The Chief Procurement Officer or designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
