Site work for a playground / park / athletic field in Moscow, Idaho. Completed plans call for site work for a playground / park / athletic field.
As of 5/25/2022, this project has not yet been awarded. A timeline for award has not yet been established. The playground equipment and rubber tile safety surface system will be installed in-house by City of Moscow Parks crews. Play Area Footprint: The footprint for the play area is 2,782 square foot octagon, which includes 2' x 2' non-interlocking Ultimate RB Bounce Back interior tiles, 1' edge tiles, and corner tiles. Please note, the site plan included in this RFP is the vision of city staff. However, the footprint of the play area can be altered to accommodate a proposed play area but must not exceed 2,782 square feet. Moreover, perimeter tiles must form a right, 90-degree angle or a 45-degree angle encompassing the use zones and playground footprint. Tile counts must be rounded up to the nearest whole tile. Rubber tile safety surfacing must be a constant thickness throughout the project area. Please note, playground equipment and/or free-standing play elements shall not block ADA access from the eight (8) foot pathway entering the playground area. If proposed, swing bays must be single, double end, or T support posts and shall not be three (3) end support posts. In addition, surface mount of the playground, climbers, and ground element play equipment is require where available. The City of Moscow wishes to minimize the anchor points throughout the play area where feasible. All playground equipment submittals shall be certified to completely conform to the Americans with Disabilities Act (ADA), the Consumer Product Safety Commission (CPSC) public playground handbook, the American Society for Testing and Materials (ASTM) federal playground guidelines F-1487, and the International Play Equipment Manufacturers Association (IPEMA) public play equipment guidelines. Proposers are limited to two (2) design submittals for this project, each as a separate submittal. The proposing firm shall submit one (1) hard copy of its Proposal for the project, and one (1) twenty-four inch by thirty-six inch (24"x36") single sided design drawing for presentation purposes, mounted on foam board. Please note, only one, single sided 24"x36" presentation board from each submittal will be presented for voting. The proposing firm shall submit a digital Proposal for the project and one (1) digital design drawing matching the presentation board for presentation purposes. The submittal shall be limited to a maximum of thirty (30) letter-size pages (8-1/2"x11") single sided, not smaller than eleven (11) point type. The cover letter, table of contents, and tabs do not count toward the page limits. Manufacturer cut sheets, including photos, are included in the page limits; submittals exceeding the page limits may be considered non-responsive. Each proposal shall include schematic drawings showing all dimensions and elevations, product photographs and color three (3) dimensional drawings depicting layout of the equipment to be provided. Structure drawings must show chart listing exact number of elevated play activities, number of elevated play activities that are ADA compliant accessible by transfer and ramps, ground level activity types and quantities of them. All product and workmanship warranties and specifications shall be included in Proposal. Equipment shall accommodate users with physical disabilities requiring access to play features using transfer stations, ramps, and ground level components. The rubber tile safety surface system (non-interlocking Ultimate RB Bounce Back Tiles) must be IPEMA certified, self-draining, and of the proper thickness for this application. Tiles will be installed over a concrete surface by City of Moscow staff. Adhesive to be provided by supplier. Please provide a tile layout diagram as part of the submittal. Six (6) extra interior tiles should be included in the fee proposal. The City of Moscow reserves the right to negotiate a final design with the selected supplier for providing the playground's schematic, equipment, rubber tile safety surface system, and delivery fees to the City Parks Shop facility. The City reserves the right to reject any or all proposals. Proponents are cautioned that a Proposal or part of a Proposal may be made public or otherwise disclosed by the City if the City elects to do so or is required to do so by law. The City's criteria and requirements for the nature and scope of design of the Project are set out in this RFP, but the City reserves the right, in its sole discretion, to alter those criteria or requirements in the course of negotiations with a Proponent. The City reserves the right to request additional information and data from any or all proponents. The City reserves the right to disqualify any respondent who fails to provide information or data requested herein or who provides inaccurate or misleading information or data. The City shall have the right to accept or reject any Proposal which rejection or acceptance is deemed to be in the best interest of City.
