The City of Reno is currently accepting sealed submissions for a qualified professional engineering consultant. This Request is exempt from standard N.R.S. 332 guidelines per Chapter 332.115(1)(b). The selection of qualified professional engineering consultant is within the discretion of the governing body. The City is seeking a qualified professional engineering consultant to assist the City in the evaluation of the existing dewatering building at TMWRF, and predesign services for a potential replacement dewatering building in the vicinity of the Truckee Meadows Water Reclamation Facility (Washoe County Nevada-APN: 021-020-02) of the Reno/Sparks area in Washoe County, Nevada. A new dewatering facility would serve as a functional dewatering facility designed to current seismic and structural codes, and be sized large enough for current and future sewer flows. The City assumes that consideration for the construction of a new dewatering building will require a geotechnical evaluation, site selection, building layout and logistics, civil and structural pre-design, dewatering equipment piloting and future equipment recommendations, and polymer testing. The evaluation of the existing building involves a design analysis and cost estimates to bring the building to the current seismic code(s), expanding the dewatered solids storage hoppers to the permitted flow capacity of the plant, and expanding process to include three total centrifuges and dewatered sludge pumps. A cost estimate will be prepared as an opinion of probable construction cost consistent with the Association for the Advancement of Cost Engineering (AACE) guidelines for a class V cost estimate based on the selected pre-design option for the new building and a separate class V cost estimate will be prepared for the existing facility improvements. Based on the results of the evaluation and pre-design, the City may select the consultant for additional design services of the option selected by the City. The consultant is to be comprised of professional engineer(s) registered in Nevada, who possess comprehensive experience in dewatering technology, municipal wastewater facility design, municipal wastewater dewatering, and municipal wastewater treatment engineering. It is preferred the consultant have experience with Construction Manager At Risk (CMAR) as a construction project delivery method. The method of contractor selection has not been determined at this time.
