This is NOT a solicitation or request for quote (RFQ). This is NOT a request for proposal (RFP). This is NOT a job advertisement for hiring employees. The VA is seeking QUALIFIED VENDORS to provide a very brief response to this notice including only just what is asked for in this notice below. This is a sources sought notice to industry and the only information is posted on Contract Opportunities web page at https://SAM.Gov/. Sources sought means seeking qualified vendors. The attachments included on the Contract Opportunities page do not include any additional information. If your company is interested please read this notice entirely and submit the required information, as requested herein. VA is seeking qualified sources ( vendors ) who have interest and capability of providing continuous monitoring of engineering controls in potable water compliant to Department of Veterans Affairs VHA Directive 1061. (Refer to: VHA Publications (va.gov)) This requirement is for two services: 1) the monthly maintenance of the two systems mentioned for Building 1 and the Clinic Addition by a qualified vendor. The system is located at the Oklahoma City VA Health Care System, 921 N.E. 13th Street, Oklahoma City, Oklahoma, 73104, and, 2) the monthly monitoring of these two systems and the data made available securely using any Internet connected device. Continuous Water Quality Monitoring (a) Potable water entering each building subject to this Directive shall be continuously monitored for incoming water pressure and the following characteristics: temperature, pH, dissolved solids, and oxidant residual. Water Temperature Monitoring (a) The water temperature in hot and cold potable water distribution systems needs to be monitored continuously to determine if temperatures are within the established control limits. (b) Temperature monitoring must be conducted , at a minimum, in the following types of areas: incoming water supply to the building, water storage tanks, hot water discharge at the hot water source equipment, hot water return proximal to the hot water source equipment, water at the return of circulation loops and water supplied to representative outlets BUILDING 1: 1 = WME-1150 PWA Advanced Monitoring System to monitor Cold Water quality entering Building 1 with inputs for HW temperature sensors and chlorine analyzer readings from the HW system (heat exchangers and hot water loop return) 2 = WME-2900 Water Temperature Sensors with 4 20 mA output signal for the Hot Water Heat Exchangers and Return Loop 8 WME-2900 Water Temperature Sensors with 4-20mA output signal for distal locations less than 500 feet from monitoring system MONTHLY MAINTENANCE PROGRAM: A Monthly maintenance program for each system (reagents, calibration solutions, parts, labor, travel and expenses): 1 = WMS-1050 PWA Advanced Monitoring System Service CLINIC ADDITION: 1 = WME-1150 PWA Advanced Monitoring System to monitor Cold Water quality entering Building 1 with inputs for HW temperature sensors and chlorine analyzer readings from the HW system (heat exchangers and hot water loop return) 2 = WME-2900 Water Temperature Sensors with 4 20 mA output signal for the Hot Water Heat Exchangers and Return Loop 8 WME-2900 Water Temperature Sensors with 4-20mA output signal for distal locations less than 500 feet from monitoring system MONTHLY MAINTENANCE PROGRAM: A Monthly maintenance program for each system (reagents, calibration solutions, parts, labor, travel and expenses): 1 = WMS-1050 PWA Advanced Monitoring System Service SPECIFICATIONS: PWA Potable Water Analytics System / Water Quality Advanced Monitoring System: Panel mounted system for automatic monitoring of: Free or total chlorine residuals pH Temperature Pressure Dissolved solids (measured as conductivity). The system must continuously monitor these sensors and make the data available securely using any Internet connected device. The chlorine monitor: Measure free residual oxidant (FRO) or total residual oxidant (TRO) in potable water systems using the EPA accepted DPD colorimetric test method for measuring chlorine. Measure chlorine residuals at configurable frequencies as short as 110 seconds. Support water sample temperatures of up to 131AF without using a sample cooler, and up to 150AF using a sample cooler. Measurement accuracy of 5% or less for readings of 0-6 mg/L as FRO or TRO Comply with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0 Determination of Residual Chlorine in Drinking Water Using an Online Chlorine Analyzer. Support both a Modbus and 4 20 mA signals. NEMA 4X rating or equivalent. The data logging device must meet the following minimum criteria: Automatically collect and log data at user selected intervals. Log device data date/time stamps and store in non-volatile memory. Store interval data locally until the next scheduled upload. Support a Modbus interface plus fifteen additional analog or pulse input signals. Capable of receiving data from up to 32 additional sensor systems which support Modbus. Capable of transporting data securely to servers owned and operated by the equipment supplier over cellular and Ethernet Wide Area Networks (WANs). Capable of providing secure data access and analysis using any Internet connected device. NEMA 4X rating The ORP feed and control system: Support either an on/off or proportional feed and control strategy Include an NSF/ANSI Standard 61 certified pump with a degasifying head, a maximum output of 0.6GPH, and a turndown ratio of 360:1 Include a corporation stop injector which is serviceable for maintenance without disrupting operation of the water line NEMA 4X rating The software platform must meet the following minimum criteria: Software-as-a-Service (SaaS) enterprise-class platform specialized for building water systems. Capable of monitoring all sensor data from the potable water quality monitoring system. Tables and graphs that can be plotted based on user selected time intervals and system parameters Supports manual data entry via computer and mobile devices, automatic uploading of all water and microbiological test results, documentation of water management plans and activities, and automated sensor monitoring, as specified in VA directive 1061 Administrative functionality to control user access rights, and automated alert notifications Data storage for a minimum of five years. Exportable data to excel and other formats Water Temperature Sensors Compact and Programmable temperature sensor with built-in transmitter Programmable by a computer 4 to 20 mA signal output 13 and 24 mm probe length The body, stainless steel AISI 316L Temperature range of -58 to 248 0F Cables, hard wired to PWA system Sensor accuracy class A in accordance to IEC751 Configuration kit required for programming is M12TX-CONFIG Maintenance Services. The system must be properly calibrated and maintained to ensure accurate and reliable performance on an ongoing basis. The Flat Monthly Fee for each system must include: Training Monthly calibration and supply of all calibration solutions for probes Monthly refreshment of test reagents for the chlorine analyzer All consumable parts for system components Chlorine Analyzer reagents, tubing/cuvette kits, replacement cuvettes, check valve sets and check valve flushing kits Replacement probes for pH and conductivity Principal purpose is environmental consulting services (monthly maintenance of systems as well as continuous monitoring of engineering controls in potable water).
