Site work and new construction of a multi-residential development in Bridgeport, Connecticut. Completed plans call for the construction of a multi-residential development; and for site work for a multi-residential development.

The intent of this Invitation to Bid is to obtain total pricing for the City of Bridgeport Housing & Community Development Department per the attached bid specifications. Contractor shall be responsible for the provision of all necessary materials, equipment, permits, and personnel as per bid specifications. The cutoff date for questions is 12:00 pm on Wednesday, January 26, 2022. All answers will be placed on website no later than close of business Thursday February 3, 2022. In order to meet the submission requirements of this bid and the requirements and goals of the Minority Business Enterprise ("MBE") Ordinance (See Ch. 3.12.130, City Ordinances) for goods, materials, construction and general services, the successful bidder will need to provide the City's Small and Minority Business Office with, and are encouraged to submit with their bid: 1. Conduct Good Faith Efforts under the MBE Ordinance; 2. Identification of all MBE subcontractors; 3. Identification of the value of each MBE subcontract; 4. Identification of the type(s) of work each MBE subcontractor will do; 5. Submit a true copy of each MBE's current (no older than 2 years) (a) State of Connecticut Department of Administrative Services certification of minority status, (b) other government certification, or (c) certification from a recognized independent organization as an MBE-. All MBE subcontractors supplying goods or materials only must be certified as construction material suppliers. The City reserves the right to authenticate or reject such certification. This contract is subject to utilization goals and requirements for participation of certified Minority Business Enterprises (MBE). The utilization requirement for certified African American Owned Business Enterprises is 6% of the total contract sum. The Contractor must be licensed in the State of Connecticut. All employees must be properly certified, trained, and qualified to perform the work. The Contractor is prohibited from assigning, transferring, conveying, subletting, or otherwise disposing of the ultimate contract award or its rights, title or interest therein or its power to execute such agreement to any other person, company or corporation without the prior consent and approval in writing by the City. No work or deliveries shall be performed under the contract award until a Purchase Order has been issued by the Purchasing Department. if the bid is $50,000.00, or more except that performance bonds from MBE's will only be required on projects that are $100,000.00 or more. THE MBE CERTIFICATION SHALL BE SUBMITTED AT THE TIME OF BID OR NO EXEMPTION FROM THE BID BOND REQUIREMENT SHALL BE PERMITTED. Certificates of Insurance will be required from the awarded contractor prior to the commencement of any work and shall be furnished to the Department of Public Purchases, Margaret E. Morton Government Center, 999 Broad Street, Bridgeport, Connecticut 06604 and must be shown as issued to the City of Bridgeport as additional insured with thirty (30) days' notice for cancellation or non-renewal of policy. A copy of the endorsement insurance will also be required for this project. The Contractor will be responsible for the safety of the work site. The Contractor shall be responsible obtaining and paying for any and all permits as required. Contractor must be licensed in the State of Connecticut and all employees must be properly certified and qualified to perform the work. Out of state bidder must provide a Certificate of Authority to Do Business in the State of Connecticut within five (5) days of a Notice of Intent to Award. This can be obtained from the Connecticut Secretary of State. The awarded Contractor must accurately complete and submit the No Conflicts/Disclosure form when it receives a Notice of Intent to Award. Failure to submit the No Conflicts/Disclosure Form within three (3) days of receipt of the Notice of Intent to Award may result in the loss of the award. All bidders shall register with website and check the website daily for addendums. The bid requires compliance with the MBE Ordinance 3.12.130. Tax ID numbers prior to commencing work.
