The Elbert County Communications Authority (ECCA), in Elizabeth, Colorado, respectfully seeks separate sealed Bid Proposals for supply and placement of a communications shelter, construction of ice bridge, installation of antennas and wiring of ground system, together with installation of all appropriate cabling and wiring (the Project), to be located and built upon property leased by ECCA in Elbert County, Colorado. ECCA is seeking to choose a Contractor and award a Contract for selection and installation of a previously-owned communications shelter, construction of ice bridge from shelter to existing radio tower; installation of antennas on existing radio tower; together with all wiring and cabling for antennas; and installation and wiring of ground system for the shelter and connection to existing radio tower in Elbert County, Colorado. The selected Contractor will be expected to provide all supervision, labor, materials, tools and equipment for installation of the communications shelter, construction of ice bridge between the shelter and existing radio tower, mounting to DTR System 700 MHz antennas on radio tower and cabling antennas into the structure. In addition, an R56-compliant ground system shall be added in and outside of the shelter and connected to existing radio tower ground. Proposers shall provide proof of all insurances required by Bid documents, as well as providing proof of bondability for payment, performance and warranty of the Project in an amount equal to the Bid amount for the Project. Proposers shall also provide bid bond or a certified check in an amount equal to five percent (5%) of the bid amount for the Project, as surety for the Bid Proposal. ECCA reserves the right to reject any and all Bid Proposals, in part or in whole, and to award the Bid to the most responsive and responsible Proposer as deemed in the best interests of ECCA; further, the right is reserved to waive any formalities or informalities contained in said Bid Proposals.
