The Shady Spring Public Service District of Raleigh County, West Virginia Is seeking qualification statements from architect and/or engineers to provide services In regard to the Grandview Area Sanitary Sewer Extension Project. The project area Includes the homes anc businesses on the south side of the 1-64 Grandview Road Exit extending north to the Grandview National Park, Subsequent design may be necessary to upgrade the existing system to convey the flow for treatment, not limited to imple-menting additional treatment op-tions. Professional services will include, but are not limited to (1) preparation of preliminary engi-neering report and/or facilities plan (2) preparation of preliminary engineering drawings(3) preparation., of funding applications, (e) kindIng agency coordination (5) prepara-tion of drawings and specifications for all components of the project (6) securing alt necessary permits as-sociated with the project (7) prepa-ration of bidding and contracting documents(8) participahm in the evaluation of bids and (9) monitor-ing and observation of construction activities. Procurement of these services shall be In conformity with the applicable laws and regulations of the State of VOW Virginia, the Federal Eco-nernicDevelopment Aftinistration, Department of Environmental Pro-tection, Rural Utilities Service, Appalachian Regional Commission, and the Department of Housing and Urban Development Attention is di-rected to the fact that the proposed project may be undertaken through a variety of Federal and State fund-ing agencies and that all services will be provided in accordance with the regulations appertaining there-to. Funding sources for the project may Include but are not limited to the U.S. Department of Commerce. WVDEP Clean Water Sewer Re-volving Fund, HUD Small Cities Block Grant, Appalachian Regional Commission, USDA Rural Develop-ment, WV infrastructure and Jobs Development Council, Raleigh County Commission, and other lo-cal sources. A committee of three P.S.D. Com-missioners and the General Man-ager shall evaluate the qualification statements submitted by Interested firms and select a minimum of three firms 'which, in their opinion, are beat qualified to perform the de-sired services. Each of these firms will be notified of its selection for interview In order tor prepare pre-sentations. Interviews with each selected firm shall be conducted, and based 1 upon the iritervImvs, the Corn-mittee shall determine the most highly qualified firm to provide the , required services. The Commit-tee shall than commence scope of services and lee negotiations with the highest ranked firm. In the event that the Committee la unable to reach an agreement with the high-est ranked firm, similar negotiations will be conducted with other firms, In descending order of ranking, until an agreement Is reached in actor- I dance with State laws and regula-done. The Shady Spring Public Service it District reserves the right to accept or reject pry and/or all fee proposal. The method of contractor selection has not been determined at this time.
