Scope: The contractor shall furnish the necessary personnel, materials, equipment, tools and supplies to perform emergency, on-call, 24-hour, asbestos management and asbestos and similar contaminant (lead, mold, etc.) abatement projects on an "as required" basis at the Mike Monroney Aeronautical Center, 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma. All work is to be performed in accordance with Federal and State regulations and standards, and in accordance with other terms and conditions contained herein. The contractor shall be required to commence work under this contract within 24 hours when notified that an emergency exists, within 7 days on routine operations and maintenance projects, and within 15 days for abatement projects. Contractor shall prosecute the work diligently, and complete the work in accordance with the delivery schedule stated on the delivery order. All projects shall be designated as emergency with completion within 5 days from notice to proceed, routine with completion within 15 days from notice to proceed, and abatement projects with completion within 30 days from notice to proceed. Some abatement projects may be granted a longer completion date due to the nature and size of the scope. All offerors should note that some projects will require the contractor to perform the work after 4:30 p.m. and on weekends. For Emergency Operations and Maintenance (O&M) Asbestos Management Projects, the Contracting Officer or Contracting Officer's Representative (COR) will initially inform the contractor verbally or in writing concerning the task(s) to be performed under the contractor's Oklahoma Department of Labor (ODOL)-approved O&M Plan. For Routine Operations and Maintenance (O&M) Asbestos Management Projects, the scope of work will generally be included in a formal delivery order. For Asbestos Abatement Projects, the Contracting Officer or COR will require the contractor to prepare and submit an ODOL-approved Project Design for the project that will also be referenced in the formal delivery order. For contaminant (lead, mold, etc.) abatement projects, which consist of abatement of the contaminant from building materials or removal of contaminated building materials, the Contracting Officer or COR will provide the contractor with a scope of work for each task or project. The contractor shall respond in writing within 10 days with a plan of action, proposed schedule, and itemized cost estimate for the work. The cost estimate will be on company letterhead and shall utilize the unit rates for labor, supplies, and equipment in the Schedule of Supplies and Services. Cost for items or services not included in the Schedule of Supplies and Services shall be either the contractor's documented standard rate or the contractor's documented cost. The government reserves the right to comment, request clarification, or reject the proposal. Following acceptance of the contractor's proposal by the government, the contracting officer will issue a written delivery order. The contractor shall maintain daily logs documenting personnel activities, equipment/supplies used for the project, and any results of air monitoring. Refer to the Project Submittals section for documentation required to be submitted to the COR and the time period for those submittals. *Some or all of the documents for this project may be controlled unclassified information and property of the United States Government and if so we will not be obtaining them.
