Site work and paving for a mixed-use development in Cedar Lake, Indiana. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of the project includes all labor, equipment, and materials necessary to improve local streets within the Town of Cedar Lake as follows: Total reconstruction of existing roadways including clearing of right of way, pavement, driveway, curb, sidewalk, and pipe removal, common excavation, asphalt milling, temporary erosion and sediment control, water main adjustment, aggregate base course, HMA asphalt pavement, concrete shoulder/curb, concrete sidewalk, driveway reconstruction, seeding, pipe culverts, storm sewer, manholes, inlets, catch basins, structure backfill, mailbox removal and replacement, pavement markings, and maintaining traffic at the following locations: o Parrish Avenue (from +/- 134th Place to W. 137th Avenue) o Vermillion Street Curve o 127th Avenue (Highland Subdivision) o Knight Street (Highland Subdivision) o 126th Place (Highland Subdivision) o Kors/Webster Street (Highland Subdivision) Roadway improvements including asphalt roadway milling, pipe removal, driveway removal, temporary erosion and sediment control, casting adjustment, HMA patching, variable depth HMA leveling binder and HMA surface course, culvert replacements, swale grading, pavement markings, and traffic control items at the following locations: o Parrish Avenue (from W. 133rd Avenue to +/- 134th Place) o Vermillion Street (outside of curve section from Cline Avenue to Colfax Avenue) o Hilltop Drive (from W. Lake Shore Drive to Vermillion Street) Layout/surveying will be necessary for the work and should be included in the bid price. It is important to the Town the work be conducted in a timely, organized, and sequential manner. The successful bidder must be prepared to commit adequate resources to start and complete the Work at each specific location within the stated contract schedule. The Parrish Avenue and Vermillion Street/Hilltop Street projects will be the base bid and the Highland Subdivision project will be a bid alternate. Contractors must be pre-qualified with the Indiana Public Works Certification Board prior to starting work on any local public works project estimated to be over three hundred thousand dollars ($300,000). Contractors will not be required to be qualified for a local unit public works project if the contract to be awarded is less than three hundred thousand dollars ($300,000); and the local unit of government complies with IC 36-1-12 in awarding the contract for the public works project. Questions shall be received no later than January 26, 2022 at 12:00 PM (CDT). Responses will be provided by January 27, 2022 at 12:00 PM (CDT). Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising. Bids must be submitted in a sealed envelope with the Project name marked clearly on the outside. Bids shall be executed and submitted on the forms provided by the Town including Indiana State Board of Accounts Form 96, Non-Collusion Affidavit, E-Verify Documentation, and Iran Investments Certificates. A certified check or bank draft payable to the Town of Cedar Lake, or bid bond executed by the Bidder and acceptable surety in the amount of ten percent (10%) of the Bid Price shall be submitted with the Bid. The successful Bidder will be required to furnish, execute, and deliver to the Town of Cedar Lake satisfactory performance and payment bonds, each in the amount of 100% of the Bid Price to guarantee the faithful performance of the Work and payment of suppliers and subcontractors within seven (7) days of the Notice of Award. Contractors must be shown on the Bidder's Planholder List and attend the Mandatory Pre-Bid Meeting in order to bid. Bids received by Contractors who are not on the Bidder's Planholder List or who did not attend the Mandatory Pre-Bid Meeting will be rejected. The Town of Cedar Lake reserves the right to reject any and all Bids and the right to waive informalities in the best interest of the Town.
