The Project consists of the installation of a Cured-In-Place liner into approximately 10,100 linear feet of 8-inch sanitary sewer pipe and open cut replacement of approximately 350 linear feet of 8-inch sanitary sewer pipe from access point to access point. The Project also calls for 17 mainline point repairs and approximately 105 Cured-In-Place and 24 Open Cut Replacement lateral repairs. Lastly, there are approximately 435 vertical feet of manhole lining with a polymer or epoxy-based liner. The scope of the project will include all necessary labor, tools, and equipment required to complete the jobs according to the specifications. The Project has an expected duration of 180 calendar days for substantial completion, and 210 calendar days for final completion RFI's will only be accepted in writing to vwilhite@lja.com until February 1, 2022, until 5:00 PM local time, but no later. RFI's will be answered by February 3, 2022, 5:00 PM local time. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act. DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS This project is being funded by a State Revolving Loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner.
