Renovation of a mixed-use development in Boston, Massachusetts. Conceptual plans call for the renovation of a medical facility.

SOURCES SOUGHT: The VA Boston Health Care System, Jamaica Plain Campus, has a requirement for the following: 1. The Architect-Engineer (A/E) shall provide all space programs, temporary facilities, Schematic design, design development, construction documents, construction administration Services, calculations, equipment selections and cost estimates to provide new flooring for the Eight (8) ORs, PACU and SDSU at the VA Boston Health Care System, Jamaica Plain Campus. The operating suite is on the third floor of the ACA in Building 1. The Jamaica Plain operating rooms, recovery area (SDSU) and PACU were activated in 2000. The original seamless vinyl floor system has been in constant service since the area was activated. The floor system is failing due to its age and heavy wear. This project will remove the old seamless floor system and wainscot in the ORs and replace with a new. The existing floors in the PACU and SDSU will be removed and replaced with new. Design also includes concrete preparation and moisture mitigation. To minimize impact on the operating rooms and support space, the work will be phased and will occur at night or weekends. 2. GENERAL. This project shall provide corrections and upgrades with the flooring, base systems and wainscoting to provide: a. An evaluation of epoxy, seamless vinyl and seamless rubber with samples. b. Design for custom colors of a pattern which is stain resistant to surgical preparation materials. c. No welds or seams that will fail, can be integrated with a cove for maintaining proof for infection control. d. Ergonomic, anti-fatigue formulation but extremely resistant for harsh environments with slip resistance. e. Provide evaluation and recommendations for adhesive types. SCOPE: The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project. The period of performance for the design is 192 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified SDVOSBs that have the experience directed at the requirements of the Statement of work. The design effort is to be completed by more than 50% SDVOSB and VOSB. The NAICS code is 541330 and the small business size standard is $16.5 million. Firms must have valid registration in the System for Award Management (SAM). Visit: beta.SAM.gov to register in this database. SDVOSB firms must be verified in VETBIZ under NAICS 541330. Evidence of your experience in A/E Services for complete design and construction of projects similar to this requirement (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). Qualifications: Sustainability Experience --A/E s shall demonstrate past experience designing with recycled and reclaimed materials.A Provide three recent examples. Operating Room flooring specifications and installations--Provide recent past experience with floor and wall finish project in healthcare.A Provide at least three examples. Experience working in occupied healthcare facility/campus.A Provide recent projects within the last 5 years.A Competency of staff in disciplines.A Provide resume with education, training, certifications, and licensure. A Certifications and licensure that are necessary are as follows; AIA American Institute of Architects ACHA American College of Healthcare Architects CSI Construction Specifications Institute Location of firm/offices to Boston VAMC (must be within 200 miles of 150 South Huntington Ave, Jamaica Plain MA) SF-330 Architect- Engineer Qualifications completed for the intent of the project. Evidence that your SDVOSB firm will perform more than 50% of the requirement with a qualified SDVOSB and or VOSB team. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB concern.
