Renovation of a playground / park / athletic field in Chesterfield, Virginia. Completed plans call for the renovation of a playground / park / athletic field.

I. PURPOSE: The purpose and intent of this Quick Quote is to obtain a fixed price bid to furnish all labor, materials, tools, equipment, insurance, and supervision to conduct replacement of the HVAC units Volunteer Residence, Amphitheater, and Ticket Booth at Amphitheater II. SPECIFICATIONS: Contractor shall provide a fixed price bid to include the following minimum specifications to replace the existing Carrier Units with like and kind, located on the grounds of Pocahontas State Park 10301 State Park Road, Chesterfield, Virginia 23832 per specifications below: A. SCOPE OF WORK: 1. Contractor shall provide, install and render operational (6) Six new/unused Carrier or Trane or Agency Approved Equal matching the specified Seer Air handler and condenser units to replace existing system with like and kind equipment not to exceed the supporting distribution design. a) Existing Units Volunteer Residence; 10313 State Park Rd Unit 1; Carrier, model 38YRA024310, 2 ton, 13 seer, SN 4196E02249, 1996 install Unit 2; Carrier, model 38YRA024310, 2 ton, 13 seer, SN 3996E04562, 1996 install b) Existing Units Amphitheater; Unit 1; Carrier mini split unit, model 40QNE012300, 1.5 ton, SN 3896Y00336, 1996 install Unit 2; Carrier mini split unit, model 40QNE012300, 1.5 ton, SN 3896Y00334, 1996 install c) Ticket Booth at Amphitheater; Unit 1; Carrier mini split unit, model 40QNE009100, 1.5 ton, SN 4196Y00450, 1996 install Unit 2; Carrier mini split unit, model 40QNE009100, 1.5 ton, SN 3996Y00575, 1996 install 2. Contractor shall provide and install new/unused applicable refrigerant line, fiberglass or equivalent pad, snow legs and programmable thermostat where applicable. 3. Contractor shall provide and install new/unused supply and return transitions, condensate drain pan and condensate piping outside building foundations where applicable. 4. Use of existing pads is acceptable if found to be in adequate condition to support new units. 5. Contractor shall remove existing units from the premises and dispose in accordance with all local and national standards. All refrigerants shall be handled in an environmentally responsible manner in accordance with the Clean Air Act. 6. Contractor shall install New/Unused minimum 15 Seer unit with matching air handler including auxiliary 10 kW heat strips. (Note: Of the two considerations in this specification, 16 SEER or 2 stage is the preferred specification. If offering units in half-ton increments the preferred specification is at least 15 SEER) 7. Contractor shall enlarge openings where necessary to install New/Unused unit. 8. Contractor is responsible for any carpentry needed to enlarge access openings including trim and finishing matching existing woodwork. B. GENERAL PROJECT REQUIREMENTS/CONTRACTOR REQUIREMENTS: 1. Contractor shall practice lock out tag out safety procedures and follow all OSHA, State and Federal guidelines during installation as building will be occupied during repairs. 2. Work Hours: All Services shall be performed during normal business hours starting at 8:00 A.M. and coordinated with the park, Monday through Friday, except for State and Federal Holidays, unless mutually agreed upon by the Contractor and the Park Contact. 4. Work to be scheduled within 7 days of award purchase order and completed No later than May 1, 2022. Any deviation due to weather conditions from schedule must be coordinated with Park Contact. 5. Warranty must be in line with greatest manufacturer commercial warranty available. All Warranty paperwork must be executed by the contractor and supporting paperwork provided at time of installation or with corresponding invoicing. 6. Contractor shall provide unit and workmanship warranty information in the comments section of the quick quote or by email to Mary.Cook-Jones@dcr.virginia.gov at time of bid. 7. Contractor shall perform a full system startup and review of the installation with park staff, including an overview of the operation and maintenance of the new system and installed accessories. 8. Contractor shall provide user printed maintenance manuals to park upon installation. 9. Contractor shall provide the business name, contact name, phone number and address of an authorized service repair vendor that will honor all warranty work and repairs on the product they (the bidder) offer in a same day or minimum 24 hour response time (including weekends). 10. Contractor shall be required to provide subcontractors names in the event the company listed for requirement 9 is more than an hour from the installation location and information provided at the time of the bid. 11. Failure to submit requirements 9 & 10 at time of bid may result in exclusion of bid from evaluations. IV. GENERAL TERMS AND CONDITIONS: See additional attachments entitled "General Terms and Conditions" and "eVA Quick Quote Standard Terms and Conditions" V. SPECIAL TERMS AND CONDITIONS: A. AUDIT: The contractor shall retain all books, records, and other documents relative to this contract for five (5) years after final payment, or until audited by the Commonwealth of Virginia, whichever is sooner. The agency, its authorized agents, and/or state auditors shall have full access to and the right to examine any of said materials during said period. B. AWARD: The Commonwealth will make the award on a grand total basis to the lowest responsive and responsible bidder that is a DSBSD certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agency's opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award to the lowest responsive and responsible bidder. The Department of Conservation and Recreation reserves the right to conduct any test it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. C. BID ACCEPTANCE PERIOD: Any bid in response to this solicitation shall be valid for (60) days. At the end of the (60) days the bid may be withdrawn at the written request of the bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. D. CONTRACTOR/SUBCONTRACTOR LICENSE REQUIREMENT: By my signature on this solicitation, I certify that this firm/individual and subcontractor is properly licensed for providing the goods/services specified. Furthermore, the contractor and subcontractors shall maintain the required license throughout the term of the contract. The contractor or their subcontractor shall immediately notify the contracting agency in writing in the event the license has been revoked. CONTRACTOR REGISTRATION: If a contract for construction, removal, repair or improvement of a building or other real property is for $120,000 or more, or if the total value of all such contracts undertaken by bidder/offeror within any 12-month period is $750,000 or more, the bidder/offeror is required under Title 54.1-1100, Code of Virginia (1950), as amended, to be licensed by the State Board of Contractors a "CLASS A CONTRACTOR." If such a contract is for $10,000 or more but less than $120,000, or if the total value of all such contracts undertaken by bidder/offeror within any 12-month period is $150,000or more, but less than $750,000 or more, the bidder is required to be licensed as a "CLASS B CONTRACTOR." If such a contract is over $1,000 but less than $10,000, or if the contractor does less than $150,000 in business in a 12-month period, the bidder is required to be licensed as a "CLASS C CONTRACTOR." The board shall require a master tradesmen license as a condition of licensure for electrical, plumbing and heating, ventilation and air conditioning contractors.
