Public notice is hereby given that sealed bids will be received by the City Clerk of the chartered City of Vista ("Agency") for furnishing all plant, labor, services, materials, tools, equipment, supplies, transportation, utilities and all other items and facilities necessary therefore, as provided in the Contract Documents, for the Luz Duran Park & Downtown Wi-fi Project - CIP NO. 8911 in strict accordance with the Project Specifications and Plans on file in the City of Vista. Question Submission Deadline: January 26, 2022, 2:00pm DESCRIPTION OF WORK The Project will provide fiber optic interconnect between Vista Magnet Middle School and Luz Duran Park. The Vista Unified School District (VUSD) will provide Wi-Fi service from the school to Luz Duran Park and to Downtown Vista. The interconnect will use existing traffic signal fiber optic lines along both N. Santa Fe Avenue and Vista Village Drive. New conduit and fiber cable will be constructed on Townsite Drive and on Citrus Avenue to connect the Park to the existing fiber interconnect at the intersection of N. Santa Fe Avenue & Townsite Drive. A short segment of new conduit and fiber cable is also needed across Vista Village Drive to connect from existing fiber on the north side of the street to the school on the south side of the street. The selected contractor will use the appropriate fiber optic equipment to locate two unused fiber strands in the existing traffic signal fiber interconnect. The Contractor will also determine if the two fiber strands need splicing along the way. Splicing and integrating the fiber optic at Luz Duran Park and at Vista Magnet Middle School are NOT part of this Project. The Contractor will simply coil fiber optic cable in new splice vaults at either end of the Project and leave the fiber unsliced. Please see the Exhibits in Appendix A to these Specifications for the Project Plans. LOCATION OF WORK The Work to be constructed is located at the following location and street segments in the City of Vista: 1. N. Citrus Avenue from Luz Duran Park parking lot's northerly driveway to Townsite Drive. 2. Townsite Drive from N. Citrus Avenue to the southwest corner of the intersection of N. Santa Fe Avenue & Townsite Drive/W. Los Angeles Drive. 3. N. Santa Fe Avenue from Townsite Drive/W. Los Angeles Drive to Vista Village Drive. 4. Vista Village Drive from N. Santa Fe Avenue to Vista Magnet Middle School driveway LIQUIDATED DAMAGES. Failure of the Contractor to complete the Work within the time allowed will result in damages being sustained by the Agency. For each consecutive working day in excess of the time specified for completion of Work, as adjusted in accordance with Subsection 6-6 ("DELAYS AND EXTENSIONS OF TIME."), the Contractor shall pay to the Agency, or have withheld from monies due the Contractor, the sum of five hundred dollars ($500.00). Execution of the Contract shall constitute agreement by the Agency and Contractor that the sum of five hundred dollars ($500.00) per working day is the value of the costs and actual damage caused by the failure of the Contractor to complete the Work within the allotted time. Such sum is liquidated damages and shall not be construed as a penalty, and may be deducted from payments due the Contractor if such delay occurs
