The Owner reserves the right to reject any or all bids, to waive informalities in the bids received, to evaluate bids, and to accept any bid or bids which, in its opinion, may be in its best interest. No bid will be opened if the contractors Tennessee license number, date of license expiration, and applicable license classification, as required by law, do not appear on the envelope containing the bid. All bids must be made out on the Proposal Form furnished with the Bid Documents. Each bidder must deposit with his bid security in the amount of five percent (5%) of the amount of the bid
