Site work and paving for a civil project in Bloomer, Wisconsin. Completed plans call for site work for a water / sewer project; for paving for a road / highway; water / sewer project; and water / sewer project.
Work on this contract consists of 46,421 SY pavement removal, 7,405 LF 8-inch DIP water main, 2,583 LF 12-inch DIP water main, 7,457 LF 8-inch PVC sanitary sewer, 1,040 LF 10-inch PVC sanitary sewer, 2,050 LF PVC 12-inch sanitary sewer, 271 LF 4-inch force main, 8,001 LF HDPE storm sewer ranging from 10-36 inches, 267 LF RCP storm sewer ranging from 12-18 inches, 7,590 CY common excavation, and 9,322 Tons hot mix asphalt. Bids will be received for a single prime Contract. PSI Project No. 00951603 Goals for minority participation for each trade = 0.5% (Chippewa County) Goals for female participation in each trade = 6.9 % Bids shall be on a unit price basis as indicated in the Bid Form. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. identified as "2022- 2023 Street Improvements: Phase 1". A pre-bid conference will not be held. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The City of Bloomer reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. Bidders must submit a Bidders Proof of Responsibility in accordance with the Instructions to Bidders. Digital image copies of the Bidding Documents are available online for a fee of $45. This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS) and Wisconsin Department of Natural Resources, Safe Drinking Water Loan Program (SDWLP). Information on applicable federal requirements is contained in the Project Manual. Use of American Iron & Steel: Projects financed in whole or in part by the Safe Drinking Water Loan Program are required to use American iron and steel. Bid proposals may be denied if the requirements of this Section are not met. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, and project specific waivers: TBD. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub -contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin, and the Contract requirements conflict with regard to wages, the highest of the three shall apply. The Owner encourages DBE's, MBEs, WBEs, and SBRAs to submit Bid proposals. Equal Opportunity and Affirmative Action requirements apply to this Project. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.5% (Chippewa County) Goals for female participation in each trade = 6.9 % The City of Bloomer reserves the right to reject any and all bids, without cause, to waive irregularities and informalities therein and to award the Contract in the best interest of the City of Bloomer.
