The City of Sacramento owns and is the operator of record of the closed 172-acre 28th Street Landfill, located in Sacramento, California at 28th and B Streets adjacent to the American River and Business Route I-80 freeway (Capital City Freeway). The landfill was used for disposal of inert and non-hazardous residential, commercial and industrial wastes, as those materials are defined under Title 27 of the California Code of Regulations (CCR) Sections 20230 and 20220, respectively, from the 1960's until 1994. Final closure of the landfill was completed in 1997 and certified in 1998. Additionally, the City operated and is currently responsible for the post closure maintenance of the 29-acre Dellar Landfill west of the 28th Street Landfill. The landfill was used for disposal of inert and non-hazardous residential, commercial, and industrial wastes between the years of 1945 and 1968. It was certified closed in 2013. The landfill will need to continue to be monitored and reports required under Waste Discharge Requirements Order No. R5-2015-0051 for the remaining post closure period.
