The Town of Florence will not be responsible for Proposals submitted that are not marked appropriately or sent to the wrong address. Contractors are invited to be present at the opening of Proposals, but absence will not be considered cause for disqualification. Contractors shall be responsible for any licenses or permits required by the regulatory agency of the State of Arizona that apply to the performance of this contract. The Town of Florence reserves the right to reject any or all Proposals, or to accept any Proposals, or to waive any informality in any Proposal, or to withhold the award if deemed in the best interest of the Town of Florence. The Town of Florence, Az issues this Request for Proposals for a consulting firm to provide utility rate consulting services. The consultant will evaluate the current and prospective financial needs of the enterprise operations and develop a comprehensive user charge analysis for the Town's wastewater and water system. The firm or individual must have the required capabilities and an in depth understanding and working knowledge of municipal utility rate formation in the State of Arizona, as well as local, state, and federal laws, regulations, ordinances, codes, and rate setting standards for municipalities within Arizona.
