The Washington County Public Works Department is issuing this request for proposal (RFP) to prepare a master plan for Middle St Croix Valley Regional Trail, a regional trail search corridor. The plan will determine the route for the trail, provide short- and long-term planning and implementation guidance for the regional trail route, acquisition needs, operation and management, and overall development to create a trail that meets the needs of Washington County's future park users. The master plan will also evaluate the surrounding corridor, taking into account natural resources and features, recreation, non-motorized transportation, and cultural and historic interpretation. The Middle St. Croix Valley Regional Trail will be a north-south multiuse trail that will run through eastern Washington County. It extends from Downtown Afton to the St. Croix Boom Site in Stillwater. Once fully developed, it will feature vital connections to city trails, parks, schools, and businesses in the St. Croix River Valley. It will also connect users to existing trails, including, Brown's Creek State Trail and the new St. Croix Crossing Loop Trail. Consultants are encouraged to visit the corridor on their own as part of preparing their proposal. Middle St. Croix Valley Regional Trail is considered a regional trail search corridor by the Metropolitan Regional Parks System. Therefore, a master plan must address the criteria set forth in the Metropolitan Council's 2040 Regional Park Policy Plan. With no existing master plan to guide trail development, a vision for the route is needed. A successful planning process will transform the community's vision into tangible plans that provide bicycle and pedestrian access to exceptional recreation opportunities, natural resources, and community destinations. This project will be a cooperative project between Washington County and project stakeholders, with Washington County serving as the lead agency. All work performed under the anticipated contract must be carried out in accordance with the procedures, requirements and regulations of Washington County. For the Middle St. Croix Valley Regional Trail master plan, Washington County has budgeted an amount not to exceed $90,000. The budget should include 7% for contingency, to be set aside for additional or unexpected tasks that arise during the planning process. The final contract dollar amount will be negotiated with the selected consultant. Interested consultants may submit questions specific to this RFP is in writing by January 26, 2022 at 4:00 PM. No oral questions will be entertained before or after the deadline for written questions specified above. All questions are to be directed only to Connor Schaefer, via email to: connor.schaefer@co.washington.mn.us Responses to submitted questions received on time will be posted by 4:00 PM on January 31, 2022 on the Washington County bids website (www.co.washington.mn.us/bids). The responses will be posted as a Related Document within the initial RFP posting. Changes made to the RFP as a result of questions or concerns raised will also be posted as a Related Document within the initial RFP posting. Please note that no other Washington County personnel may discuss this RFP with anyone, including Respondents, before the proposal submission deadline The method of contractor selection has not been determined at this time.
