Scope of Work: the construction of a 0.35 MGD wastewater treatment plant to replace an existing plant damaged by Hurricane Harvey flooding. The work includes construction of an influent lift station, a common walled concrete basin wastewater treatment plant, sludge dewatering facilities, an MCC building (including electrical / chemical storage / chemical dosing), an emergency standby generator, piping, electrical, sitework, demolition, and all else required for a complete plant. The contract is contingent upon release of funds from the TWDB Accompany Bids with acceptable Cashier's or Certified Check in the amount of five percent (5%) of the total amount bid, payable without recourse to the District, or a Bid Bond of like amount from an approved surety company, as a guarantee that bidder will enter into a contract The Owner reserves the right to reject any or all bids and to waive informalities in bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the Owner reserves the right to consider the most advantageous construction thereof, or to reject the bid. It is understood and agreed that the work is to be complete in full within Five-Hundred Forty (540) calendar days after the date stated in the work order on which work is to be commenced. Under this Contract, the Contractor shall furnish all materials, appliances, tools, equipment, transportation, services, and all labor and superintendence necessary for construction of the work as described in these Specifications and as shown on the Plans and/or Exhibits. The completed installation shall not lack any part which can be reasonably implied as necessary to its proper functioning nor any subsidiary item which is customarily furnished, and the Contractor shall deliver the completed and operating installation to the Owner It is the intent of the Texas Water Development Board (TWDB) to ensure that applicants, consultants and contractors are provided with procedures and recommendations for implementation of the American Iron and Steel (AIS) provisions for the Clean and Drinking Water State Revolving Funds. These provisions are currently contained in Section 608 of the Federal Water Pollution Control Act (33 U.S.C. 1388) for the Clean Water State Revolving Fund (CWSRF) program and in federal laws, including the federal appropriation acts and Section 1452(a)(4) of the Safe Drinking Water Act (42 U.S.C. 300j-12(a)(4)), as applicable, for the Drinking Water State Revolving Fund (DWSRF) program.
