The project consists of electrical and controls upgrades, perimeter fencing removal and replacement, WAS/RAS pump placement, plant lift station upgrades, headworks and chlorination system upgrades, sludge dewatering system, upgrade dry beds for sludge dewatering system, booster pump replacement, booster pump motor replace- ment, booster pump piping, valves, and fittings, new booster pump building, booster pump controls and electrical upgrades, chlorination system replacement, WTP perimeter fence removal and replacement in accordance with the contract documents, tech- nical specifications, and plans We reserve the right to process checks electronically by transmitting the amount of the check, routing number, account number, and check serial number to your financial institution. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be sub- mitted with each bid [for those c o n t r a c t s t h a t e x c e e d $100,000]. A certified check or bank draft payable to the County of Refugio or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Depart- ment of Housing and Urban Development Community Development Block Grant (CDBG) pro- gram and is subject to all applic- able Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and con- tained in the contract documents, must be paid on this project. In addition, the success- ful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national ori- gin. Ad h e r e n c e t o t h e g r a n t recipient's Section 3 Policy is re- quired for contracts and subcontracts in excess of $100,000.00. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or in- eligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The County of Refugio reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by County of Refugio for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the con- tract award
